The White House disclosed the start of federal worker layoffs on the end of the week, following through on earlier warnings in response to the ongoing US government shutdown, which is set to extend into its third consecutive week.

Formal Statement and Initial Details

Russell Vought wrote on social media that “reductions in force have begun,” indicating the government’s procedure for letting employees go.

While Vought did not specify which departments were impacted, a representative from the Treasury Department confirmed that layoff warnings had been distributed within that department. Furthermore, a Department of Homeland Security spokesperson indicated that staff reductions would take place at the Cybersecurity and Infrastructure Security Agency. Also, a union for federal workers confirmed that members at the Department of Education would be affected by the staff cuts.

Labor Reaction and Court Actions

Union leaders cautions that the terminations would have “devastating effects” on public services relied upon by the public and vowed to challenge the actions in court.

This is shameful that the government has used the government shutdown as an excuse to illegally fire thousands of workers who deliver critical services to the public nationwide,” said a national union president, representing the AFGE.

The AFL-CIO responded to the announcement, saying, “America’s unions will see you in court.”

Political Standoff and Budget Dispute

Congressional Democrats have refused to vote for a GOP-supported legislation to reopen the government unless it contains healthcare-centered concessions. After multiple unsuccessful votes, the GOP leadership in the Senate have adjourned the Senate until the following week, meaning the standoff is unlikely to be ended before then.

At a media briefing, the GOP leader in the House, Mike Johnson, criticized Senate Democrats for not supporting the Republican proposal, which passed in the lower chamber on a near party-line vote.

Legal and Operational Constraints

Last week, labor groups filed for a temporary restraining order to prevent the government from implementing any reductions in force during the shutdown. Moreover, a court official ordered the government to provide specifics on termination strategies, affected agencies, and whether any government staff had been recalled to carry out staff reductions.

A report contended that a funding lapse limits the ability of the government to carry out firings, citing guidance that admitted any long-term staff cuts need to have been initiated prior to the funding expired.

Impact on Workers

These terminations occurred on the same day that federal workers received only a partial paycheck covering the end of September but not the beginning of October, since funding lapsed at the start of the period.

Max Stier, the head of the advocacy group, criticized the political stalemate’s effect on government workers.

“It is wrong to make federal employees bear the burden because our elected officials in Congress and the White House have failed to keep our government open and operational,” Stier said. The air traffic controllers, veterans’ healthcare providers, wildland firefighters and safety officials are not at fault for this government shutdown.”

The irony is that lawmakers and senior White House leaders are continuing to be paid amid the shutdown.
